Starting November 1, 2025, the Delhi government will ban BS4 diesel commercial vehicles from entering the city. From that date, only BS6 vehicles, CNG vehicles, and EV commercial vehicles will be allowed. The decision is part of Delhi’s Air Pollution Mitigation Plan 2025, launched to improve air quality and control vehicular emissions.
At a press event on Tuesday, Delhi Chief Minister Rekha Gupta said, “From November 1, 2025, any vehicle that comes to Delhi will have to be a BS6, CNG, or EV commercial vehicle.”
The government has linked this policy to a broader environmental vision. CM Gupta said, “Environment Day is very close, and air pollution in Delhi is a matter that is related to all of us. For years, we have been suffering from air pollution. We have a dream – Clean Delhi, Green Delhi, Healthy Delhi. I am very happy that our Environment Department and Minister have drafted a fantastic Air Pollution Mitigation Plan 2025.”
The BS4 ban marks a serious shift in Delhi transport rules, affecting the entire commercial fleet in Delhi. Vehicles that fail to meet BS6 emission norms or do not use CNG or electric power will be denied entry into the city.

To support this change, the city will deploy Automatic Number Plate Recognition (ANPR) cameras. CM Gupta explained, “We will install Automatic Number Plate Registration (ANPR) Recognition cameras at all the entry points of Delhi... as soon as the vehicle comes in the range of these cameras, it will be known that this vehicle is end-of-life and is spreading pollution, so they will be traced and stopped immediately.”
The Delhi government will also introduce cloud seeding to trigger artificial rain. An MoU with IIT Kanpur has already been signed to begin this pilot project.
CM Gupta said, “To reduce and eliminate pollution, we will sign MoUs with all our science organisations... For example, the Delhi government has signed an MoU with IIT Kanpur, which is based on cloud seeding and artificial rain, which we have approved to start as a pilot project.”
To manage dust levels, the government will make anti-smog guns mandatory on all commercial buildings over 3,000 square metres. Mist sprayers will be installed in pollution hotspots to capture particulate matter before it spreads.
As part of the city's clean air push, the government will launch the “Ek Ped Maa Ke Naam” campaign on June 5, aiming to plant 70 lakh saplings this year.
CM Gupta stated, “We will have to do plantation work on a large scale for green Delhi. The Delhi government will launch a massive ‘Ek Ped Maa Ke Naam’ campaign from June 5. The target is to plant 70 lakh saplings this year... Our aim is for Delhi to get better air. Delhi air should be good; people should prefer to stay in Delhi instead of going out.”
With the BS4 ban, strict emission norms, expanded use of clean fuel vehicles, and integration of new technology, Delhi is moving aggressively toward a greener and healthier future. These steps are part of a wider shift in environmental governance and could serve as a model for other Indian cities.
