The Delhi government is set to ban the entry of non-BS6 goods vehicles in the city from November 1 on directions of the Commission for Air Quality Management (CAQM). The ban will be applicable on all the commercial goods vehicles that are registered outside the national capital that do not meet Bharat Stage VI (BS6) emission standards.
Only the BS6-compliant diesel vehicles, or vehicles running on CNG, LNG or electricity, shall be permitted entry to Delhi. Vehicles certified with the older emission norms, such as BS4 or BS3 diesel engines will be barred entry by the new provision. However, goods vehicles registered in Delhi are exempted from this entry restriction, according to officials.
The prohibition on non-BS6 goods vehicles begins November 1, 2025. Nevertheless, authorities have extended limited relaxation until October 31, 2026, for specific types of BS4 diesel vehicles with certain valid permits. From that date, BS6 goods vehicles or cleaner options like CNG, LNG or EVs will be the only ones allowed.
Government officials state that this action is in place to lower the commercial transport emissions, a primary contributor to winter smog in Delhi resulting in extremely poor air quality in the NCR. Every winter season, the capital city witnesses a steep deterioration in air quality, with the Air Quality Index (AQI) consistently crossing the "very poor" mark. This ban is a part of wider efforts under the Graded Response Action Plan (GRAP) that aims at managing pollution for high-risk months.
Transporters operating non-BS6 diesel trucks from nearby states like Haryana, Uttar Pradesh and Rajasthan are required to replace or upgrade to cleaner vehicles. Owners of fleets have been instructed to check vehicle compliance and schedule conversions in advance to prevent logistical interruption.
The CAQM has already instructed state administrations to allow only BS6 goods vehicles to enter Delhi, referring to data connecting aged engines with high PM2.5 (fine particulate matter, being very small, can be inhaled deep into the lungs, increasing the risk of cardiovascular and respiratory problems) and NOx emissions. Border check posts like Ghaziabad, Gurugram and Faridabad will check vehicle entry through automated screening and registration records.
The Transport Department and Delhi Traffic Police will conduct joint drives at city borders. Violators may face fines, impoundment or denial of entry permits. The order reinforces Delhi’s shift toward a cleaner commercial transport system and aligns with safer national emission goals.
