3️. Assam — Northeast Leader

Assam, which is in northeast India, retailed more than 14,000 electric three-wheelers in 2024, which was third in the country. Cities such as Guwahati and Dibrugarh are dependent on e-rickshaws for last-mile connectivity. Territory supports small, low-speed EVs. Short distances, tight lanes and hills suit e-rickshaws. Government policies, such as the Assam Electric Vehicle Policy 2021, offer subsidies, incentives and battery-swapping support.

These steps boost adoption and reinforce the E-rickshaw population by state. Assam demonstrates the power of policy and geography to propel regional EV adoption.

2️. Bihar — Grassroots Entrepreneurship

Bihar takes the second place, with more than 20,000 e-rickshaw sales in 2024. Low-cost small-distance vehicles fulfill transport requirements where public systems are weak.

Low-cost purchase prices of approximately ₹1.5–2 lakh for entrepreneurs and small operators, along with micro-financing, boost adoption. E-rickshaws offer livelihood to youth and are a driver of local commerce.

1️. Uttar Pradesh — India's E-Rickshaw Capital

Uttar Pradesh is leading India, hosting about 4.5 lakh e-rickshaws. Population density, connectivity requirements between towns and affordability fuel growth. The Uttar Pradesh EV Manufacturing and Mobility Policy 2022 promotes adoption in incentives, tax relief and manufacturing incentives. As of 2025, the state has more than 4.14 lakh registered EVs, with a predominant presence of e-rickshaws. E-rickshaw success in Uttar Pradesh provides a model for other states in aligning demand, policy and entrepreneurship.
