E-rickshaws—a beacon of green mobility—were once heralded as the ultimate answer to last-mile connectivity. In Delhi, their rise was meteoric, filling the gaps that traditional transport left behind. But today, what was once a solution has spiraled into a conundrum that city planners can’t seem to crack. The streets are choked, traffic is erratic, and regulation is struggling to keep pace with reality.

Uncontrolled Growth: A Double-Edged Sword

Delhi’s roads are now home to over 1.2 lakh registered e-rickshaws, but unofficial numbers suggest the actual count is nearly double. The appeal is obvious—affordable, accessible, and electric. Yet, their unchecked proliferation has transformed convenience into chaos.

Every day, e-rickshaws clog arterial roads, zigzagging unpredictably, often against traffic. At metro stations, markets, and major intersections, they swarm in clusters, obstructing movement and worsening gridlocks. In 2024 alone, these vehicles were involved in 21 fatalities—20 of which were attributed directly to reckless driving. What was meant to ease congestion is, ironically, compounding it.

A Matter of Safety—Or the Lack Thereof

It’s not just the numbers that raise concerns—it’s how these vehicles operate. Many drivers, often without formal training, flout traffic norms with impunity. Overloading is rampant, with some e-rickshaws dangerously packed with school children, balancing precariously on the edge of disaster.

Former MCD councillor Captain Khavinder Singh has sounded the alarm, pointing out that these drivers, desperate to earn a living, routinely break rules, risking their own lives and those of their passengers. Without proper oversight, the roads become a gamble, with pedestrians and commuters caught in the fray.

Regulatory Black Hole: The Rules That No One Follows

On paper, regulations exist. The Delhi transport department has designated 236 stretches where e-rickshaws are prohibited from operating or parking. In reality? These zones remain as congested as ever. Illegal e-rickshaws—many assembled from cheap parts with no official registration—continue to flood the streets, unchecked and unaccountable.

Despite multiple crackdowns, enforcement remains toothless. The absence of a centralized framework allows violations to persist, and where laws are ambiguous, rule-breaking thrives. The authorities try, but the problem grows faster than the solutions.

Urban Choke Points: Where E-Rickshaws Become a Nightmare

Stand outside a metro station, and you’ll see the problem unfold in real-time. A sea of e-rickshaws blocks exits, halting traffic, encroaching on footpaths. Riders hop in and out amid honking chaos.

East Delhi resident BS Vohra describes it as a “daily struggle,” with e-rickshaws occupying pedestrian space, forcing people onto the roads. The vehicles, originally meant to complement public transport, have instead created bottlenecks at key transit points, turning movement into a test of patience.

Can the Jigsaw Be Solved?

Delhi needs e-rickshaws. That’s not in question. But without urgent intervention, they will continue to be more of a menace than a mobility marvel. What can be done?

  • Strict Regulation & Enforcement – The government must crack down on unregistered e-rickshaws and enforce penalties for rule-breakers. Without this, order will remain a distant dream.
  • Driver Training & Licensing – A structured training program should be mandatory, ensuring drivers understand traffic laws and safety protocols.
  • Dedicated Parking & Pick-Up Zones – Chaos can be minimized by allocating specific zones near metro stations and markets where e-rickshaws can legally operate.
  • Public Awareness – Campaigns that educate both passengers and drivers on responsible commuting can create a culture of accountability.

Delhi stands at a crossroads. Will it let e-rickshaws remain a lawless force, or will it harness their potential with structured reform? The city’s future mobility depends on how well it answers this question.
